Background Along the way, a bigger plan was formulated and executed to build up technical capabilities with in-house up-to-date workshops and laboratories. In 1997, PEDEC was expanded to form a much stronger centre renamed as the Precision Engineering Application Centre (PEAC). At its peak time, the centre hired 44 staff covering the complete chain of product realisation from tool design, tool making, tool trial, pilot production to small batch production. International visitors who toured PEAC during the 1997-2000 period praised PEAC’s high standing. The centre provided training services on injection mould design, press tool design, CNC programming, and other shorter courses as well as seminars. Every year, a few hundred of training places were generated for industry personnel to learn new skills and polish existing ones. Each year a few technology study missions were organised to lead groups of Singapore companies to attend exhibitions and visit advanced counterparts in the West. In addition, a large number of technical projects were conducted for a large number of companies each year. The Singapore precision engineering industry has benefited tremendously from PEAC’s services and has transformed into a formidable force in the international arena. They have naturally developed deep bonding to the centre and to the team who have whole-heartedly served them during the past 8 years. The centre was closed in 2001. Based on the past experience, the close links with the industry, and the affection towards supporting the precision engineering industry, PEAC Trading & Support International was formed. It is to continue to serve the industry from a new angle. Mission The Founder The great impact PEAC made to the Singapore precision engineering industry would not have been possible without the close collaboration with partners. Dr Zu actively advocated and executed such collaborations teaming up with machine manufactures, software developers, materials suppliers and other relevant organisations. He alone attracted S$3.2 million worth of consignment whereby machine suppliers provide machines and maintenance FOC. The wonder created by PEAC has established the market position of the loyal core member of the centre-Dr Zu Jianbo. Evolution of a centre of competence in precision engineering -
Its services then and now. The main aim of the DAS then was to help upgrade the design capabilities of our local tool & die industry and also to develop a core pool of tool & die designers. On 1st October 1994, DAS evolved into the Precision Engineering Development Centre (PEDEC). It was created under a consortium arrangement among EDB, SISIR and Gintic and had since made significant contributions acting as a platform to promote precision engineering activities as a vital supporting industry to Singapore’s hi-tech manufacturing industry. Its mission was to strengthen, upgrade and develop the technological competencies and manpower capabilities of the local Precision Engineering industry. On 1st April 1997, PEDEC was expanded to become the Precision Engineering Application Center (PEAC). PEAC became part of the Singapore Productivity and Standards Board (PSB). Located at 15 Kallang Junction, this setup was the result of the EDB’s Precision Engineering Task Force’s recommendation to enhance PEDEC so as to continue the Government’s efforts to help local PE companies maintain their competitiveness in the face of strong competition from developed and developing countries in the region. This move was vital as the precision industry is one of the major supporting pillars of the manufacturing industry. PEAC is a centre of competence established to deepen and broaden the capabilities of the PE cluster within Singapore’s manufacturing industry. To stay ahead, the centre also strives to establish networks with local and external research institutions and formalise technical cooperation with renowned international bodies in the field of precision engineering. PEAC has also tapped upon the power of networking by making available to the Singapore PE industry 18 world renowned technology partners who are the leaders in their area of technology. In October 1998, PEAC moved to a new premise at 2985 Jalan Bukit Merah. In this new premise, PEAC boasts a facility with cutting edge precision engineering equipment. This new premise offers computing, instructional, laboratory and workshop level facilities. In addition to core expertise in PE, PEAC houses the machines and technology provided by the 18 technology partners. Example of such partnership: - Apex Machinery Service, Singapore (Stamping tool protection) PEAC had full fledge engineering services which includes … PEAC has successfully completed more than two hundred projects and courses for 300 organisations from the precision engineering industry, about 60 percent of which are SMEs. In addition to bringing the technology partners to Singapore, PEAC also brings Singapore to the world… We achieve this through Technology Study and Business Mission whereby industrial visits are arranged in conjunction with major technology fairs.
